FMCO Total Lockdown: The Full List Of SOPs Effective Beginning 1st June

Starting 1st June 2021, Malaysia will undergo a total lockdown, or the full movement control order (FMCO). Tentatively, it’s expected to be a 14-day lockdown period but we can expect an extension until our Covid-19 cases reduce.

During these phases, all economic activities and social activities are prohibited, with the exception of 17 essential service sectors. Travelling in a vehicle will now be limited to 2 passengers and restricted to a radius of 10 km. Take note of the full list below:

Economic sectors allowed to operate include:

1. Food and beverage, including for animals
2. Health and medical care, including clinics and pharmacies
3. Veterinary clinics
4. Utilities: water and electricity
5. Security and safety (defence, emergency, welfare and humanitarian assistance)
6. Solid waste management, sewerage and public cleaning
7. Transportation (land, road and air)
8. The operations of ports, shipyards and airports, including cargo handling and storage for commodities
9. Communications (media, telecommunications and internet as well as post and courier services)
10. Banking, insurance and capital markets
11. Community credit
12. E-commerce and information technology
13. Fuel and lubricant production – storage supply and distribution
14. Critical construction works, such as maintenance and repair
15. Hotels only for quarantine purpose – tourism related activity not allowed
16. Forestry services
17. Logistic services

Commercial distribution services that can operate include:

1. Restaurants and eateries
2. Laundry and dry-cleaning
3. Petrol stations
4. Pet stores and pet clinics
5. Optical shops
6. Hardware shops
7. Automotive service shops (repairs and spare parts)
8. E-commerce (all products)
9. These services in Shopping Malls: restaurant and eateries (for takeaway/ delivery only), convenience stores, supermarkets and hypermarkets (food, drinks and essential sections only), pharmacies and optical stores

Movement Restriction for Travelling

  • Essentials (2 pax per car and travel distance limited to 10km from house)
  • Medical emergencies and aid (3 pax per car and travel distance limited to 10km or nearest emergency service)
  • Death and natural disasters (allowed with permission from PDRM)
  • Vaccination appointment (must show proof of appointment date)
  • E-hailing services (2 pax per car including driver)
  • Port and airports allowed
  • Public transport services (allowed but reduced capacity to 50%)
  • Transport of workers (allowed but reduced capacity to 50%)
